Offering bribe is serious offence in Qatar
According to Qatar law 7 years of imprisonment and Qatari Riyal 15000 fine for public officers who accepts bribe or benefit for accomplishing any activities.
Bribery is a serious offence which concern the practice of offering money just to gain an illicit advantage and corruption is an abuse of a position of trues in order to gain an undue advantage.
Article 142 states:
The penalty of imprisonment for a term not exceeding seven years
and a fine not exceeding fifteen thousand Qatar Riyals (15.000QR) shall apply
to any public officer who accepts money or benefit from a person for whom he
does or abstains from doing an activity of the said office, or who after the
accomplishment of the said activity or not so doing, seeks to obtain a reward
for his activity or not so doing despite there being no previous agreement.
2. Any person who offers
bribe to a public officer shall be booked for a term up to 5 years and fine of
15,000 QR.
Article 145 states
The penalty of imprisonment for a term not exceeding five years
and a fine not exceeding fifteen thousand Qatari Riyals (15.000QR) shall apply
to any person who offers a bribe to a public officer as declined.
3. Anyone involved in
mediating a bribe can be imprisonment for term up to 3 years and with a fine of
QR 15,000.
Article 143
The penalty of imprisonment for a term not exceeding three years
and a fine not exceeding fifteen thousand Qatar Riyals (15.000QR) shall apply
to:
1- Any person who receives money or a benefit pretending that it
is bribery for an officer, while he intends to keep it or part of it for
himself.
2- Any person who receives money or profit while knowing its
purpose even if the officer intended to receive the bribery did not appoint him
or did not know about him, provided that he is not an intermediary in the
bribery.
4. 3 years jail and QR
15,000 fine for anyone involved in malpractices in any institution.
Article 146
Any employee who asks, for his benefit or for that of another
party, for money or a benefit or a promise of something in return without the
knowledge of his employer and his consent, to undertake any of the duties
assigned to him or abstain from so doing, shall be considered a receiver of a
bribe and shall be liable on conviction to a penalty of imprisonment for a term
not exceeding three years and a fine not exceeding fifteen thousand Qatari
Riyals (15.000QR) or either of the two penalties.
